ECB vs. Banque de France With the introduction of a single currency for twelve different countries came along the introduction of a new banking system in France and 11 other countries. This system was officially put to work in January of 1999 when the euro became the currency in 11 countries in Europe; Greece became the twelve in June of 2001. At the time of introduction the countries could still use their own currency and the exchange rate between their currency and the euro was set by the new banking system. This system if officially named the European System of Central Banks (ESCB), and it is composed the European Central Bank, in Frankfurt, Germany and the National Central Banks (NCB) of the European Union Member States. All 15 EU members participate but the countries which did not introduce the euro have a special status and may implement their own monetary policy and do not partake in any of the decision making by the ESCB, they basically just observe what is going on. The ECB and the Banque de Fr ance, which is the national bank of France work together, but you may also separate their roles within the ESCB. Even though the ECB has much control in determining the financial status of France, the national bank has ways to fine-tune the economy. In the end the Banque de France is often held back by the ECB, and one of the main reasons is that the ECB is always torn in how to change its regulations and rates because the decision that applies to twelve countries that are never all going to be at exactly the same point economically, financially, or monetarily. As a whole the Eurosystem has four basic tasks that it is responsible to carry through the ECB and the national banks. The first is to define and implement the monetary policy. The second is to conduct foreign exchange operations. The third is to hold and manage the official foreign reserves of the Member States and the fourth is to promote the smooth operation of the payment systems (Organization of the ESCB, 1). These are just the broad goals or duties of the whole Eurosystem. When you break it down into the responsibilities of the ECB and the Banque de France things get more critical. Ultimately the ECB is responsible for defining the single monetary policy and making sure that the Banque de France and the other national banks implement the policies efficiently.

How Does Sir Arthur Conan Doyle create atmosphere in chapter 6? Essay

In â€Å"the Hound of the Baskervilles†, Sir Arthur Conan Doyle describes the atmosphere in depth frequently; usually the atmosphere reflects the mood of the chapter. Also he cleverly uses the atmosphere to show a comparison between good and evil, for example in chapter 6, between the Devonshire Moors and Baskerville Hall. Sir Arthur Conan Doyle introduces atmosphere in key events throughout the book, this is used to provide suspense and set the tone. Sir Arthur Conan Doyle uses comparisons such as the lush countryside as opposed the gloomy moor to create an atmosphere and set the scene. As Sherlock Holmes, Dr Mortimer and Dr Watson travel through the county on the train the author describes the immediate changes. â€Å"Brown earth had become ruddy†, this is used to show how the earth had become fresher and red. This also shows that the Devonshire countryside is a good/safe place. â€Å"Lush grasses†¦ luxuriant vegetation† is used to describe the richness and the quality of the Devonshire land. It also creates an image that Devonshire is safe as shows no evil, unlike Baskerville Hall. â€Å"Lush† and â€Å"luxuriant† are very descriptive words, and show the reader that everything is all right and creates a good, calm atmosphere. As the reader can compare â€Å"lush grasses† to summer green fields, this sets a homely atmosphere. Young Baskerville shows the reader that the countryside is easy on the eyes, as it states, â€Å"Young Baskerville stared eagerly†, and gives the impression that he is ecstatic to be there. â€Å"Stared† shows he is admiring the scenery while â€Å"eagerly† puts emphasis on how he wants to see more and is keen to take everything in of the Devonshire countryside. As they travel through and beyond the countryside the mood of the passengers begin to change as Young Baskerville starts explaining â€Å"his fathers death†, this sets a depressive mood/atmosphere which is later matched up with the outside scenery. â€Å"His father† sets a chilling mood, as the readers know that his father carried a curse, also â€Å"death† sets a depressing mood and reminds everyone of the case and takes them away from the lush countryside. â€Å"Green squares. †¦ Distance a grey† this is a major comparison between the countryside and moor. The countryside is green and safe while the moor is grey and evil. The introduction of â€Å"Melancholy Hill† sets an atmosphere, as melancholy shows a depressive and a gloomy state of mind. This shows the atmosphere and mood for the moor, which is opposite to the lush green one of the countryside. Sir Arthur Conan Doyle uses the word ‘melancholy’ to describe the hill not direct to the atmosphere; this is used throughout the book to let the reader decide upon the atmosphere. â€Å"Strange jagged summit† is used to demonstrate that the moor in itself is strange but â€Å"jagged summit† shows a weird unclear thing possibly hostile and uninviting. This â€Å"jagged summit† may represent the hound, as we are unclear of the truth or it could represent a strange unnerving atmosphere on the moor. As they travel through the moor they spot a man with a â€Å"dark and expressive face†, dark shows an element of evil, as a dark atmosphere is often seen as a negative evil one. â€Å"Expressive face† shows the feeling that the man is in, and as it is linked with dark it shows an angry, depressing face which links to the Melancholy Hill.

As the owner of a small tree service I have had to evaluate whether or not to purchase an aerial lift bucket truck to assist in the tree trimming and removal process or to stick to old methods such as climbing. Most people have fond memories of climbing trees as young children. â€Å"Learning to safely climb a tree is a lot more involved than simply spying some sturdy looking branches that seem like they could hold your weight as you scramble to the top. (Toothman) However, professionally climbing a tree to trim or remove branches can be a truly frightening experience that can be physically exhausting. On the other hand operating an aerial lift may be frightening, However , not physically exhausting. The utilization of an aerial lift will increase productivity by decreasing climber involvement and increasi ng company morale. An ancient proverb states â€Å"Many hands make light work. † (Ammer) In life this holds true, but in practicality it is not always the most efficient method.By purchasing an aerial lift and using it in my day to day tree trimming and tree removal operations, I could do the work of ten climbers using one hundred ropes in half the time. Sure, my cost of operation would increase, but with great risk comes great rewards. As I stated before my ability to complete the work would increase substantially resulting in a higher profit margin. If I were to scale a tree ranging in heights of one hundred feet plus, I would have to complete a variety of steps. First I would have to assemble all my gear.Then attach all my utensils to my climbing saddle, before climbing the tree. Next set a work line in a desired location to cut off limbs. After this I must determine mass load of branches that I will be cutting off. Then I must evaluate hinge points and branch swinging cle arance. There is a lengthy process to climbing trees professionally. If I were to work on the same tree using an aerial lift, I would drive up to it with the bucket,set up the lift in an appropriate location to access the tree effectively, jump in the bucket, oom up to the top with my chainsaw and ropes, calculate swing distance, hinge points, mass load, and begin cutting. The theory is primarily the same but the method is different, By utilizing both crafts of climbing and the bucket, the overall efficiency of the operations will increase. The next important piece to examine is how involved a human being must be in the tree service industry. Imagine a tree climber working for a tree removal service, climbing a tree about ninety feet in the air thirty feet out on a branch.Being asked to cut off the end of that branch while hanging from the side holding a power chainsaw. Also this branch is located over a house. The branch is only attached to a rope, when it falls the violent up and down movement occurs with the worker still dangling. By separating the climber from the tree and putting that climber in an aerial lift it lessens the danger presented to the climber in the overall trimming and removal process. It could be argued that by separating the climber from the tree the overall quality of the tree work may decline. However, this issue could be resolved simply by awareness.By structuring company meetings to address issues before they arise, one can take control of the probability of an outcome. There are a variety of incentives that one can implement to raise company moral. Rewarding an employee with a fair wage for a hard job it makes them feel respected; by rewarding an employee with a piece of equipment that makes a hard job easier at the same hourly wage in turn makes them feel cared about. The purchase of a bucket truck would accomplish company goals, and move away from â€Å"the one-guy-and-truck sort of business that dominate the industry†. mast rull) By decreasing climber involvement while increasing overall efficiency and profit margins,the company will gain success resulting in higher wages and better benefits for employees. As the company grows more successful its ability to insure the well being of its team members. As a result the employee gains a greater sense of accomplishment and pride in their work. When a person likes what they are doing, they can do it all day long with a smile on their faces. When everything runs smoothly and everyone is happy the overall company morale will be boosted.Again resulting in increased productivity, efficiency and quality of work. Owning a small company is a daunting venture, I am constantly making sacrifices and devoting most of my attention the business. In all my analyzing and reflection it stands to reason that the purchase of an aerial lift bucket truck for my company would be a wise investment that would pay for itself within a short time frame. Theres lots of in-store marketing of visual presentation of the merchandise, music, fragrances and even the sales associates and store design are all carefully selected to represent the Adirondack style of Abercrombie Fitch. The store is furnished with canoes, large leather couches, moose heads, and dark Victorian style wood in addition there are large framed posters displayed in greyscale of the Abercrombie and Fitch models half naked in sexual suggestive poses. This has leaded them into controversial issues over the years, but they continue to use very sexy models in sexually suggestive poses. At one point the director of advertising claimed, the only way he will change the current advertising approach is if the target market, college students, change what they want. (Edwards, 2003) This is mostly in regards to the sex and drinking that a good number of college students participate in. Abercrombie Fitch position its apparel to be elite and better than other similar brands, especially because its a lifestyle brand. Target customers live a certain lifestyle and Abercrombie Fitch becomes part of that once a customer accepts the brand and starts purchasing it regularly. Target market of college student relate in the same ways sex, college, late nights, drinking, expensive clothing, etc. and may see Abercrombie Fitch promotes these qualities so they feel welcomed into the store and eventually become familiar with the product. The atmosphere of all the retail stores is also plays a big part of how the company positions its self. How merchandise is displayed, what decorations, colors and finishes are used and even the temperature sounds and smell of a store all contribute to its atmospherics of the store image. (Cannon, Perreault, and McCarthy, 2008) Examples of these where mentioned above and are used to show that AF is a unique, more expensive store, superior lifestyle, than some of its competitors like American Eagle and Aeropostal, if you lead the life you should fit in with the appropriate cl othing; THIERS. They show the college students all of the AF lifestyle just when they browse through one of the stores. Abercrombie Fitchs integrated marketing communications could be labeled as form of self expression and lifestyle not just apparel. They maintain a counterculture image that continues to use a variety of media, including putting ads in upscale magazines, opening in suburban malls, and developing the AF Quarterly, AF catalog and AF TV. Corporate officials and employees define the Abercrombie and Fitch image in the Abercrombie and Fitch models, which are on store posters, bags, gift cards, the website, catalog, and the magalog AF Quarterly, which brought light to the sex and advertising controversy. (Driessen, 2005) Though the AF Quarterly was controversial, some claiming message to youth, was a lifestyle of semi-nudity, nudity, and promiscuity (Stroup, 2001, p. 56) so it produced the last issue in December 2003. Things they did right regarding integrated marketing communication was the way they created their image and pronounce it as a lifestyle brand, making it predominate in the eyes of the target market. They use images, style, and items directly related to college students, which intern attached them to their apparel. They put their advertisements in places that college student would be see them like in malls and popular magazines. The di or and music of the stores directly influence college students and flow with their way of life. Then they invested money in the AF Quarterly and the AF catalog, shipping them directly to the customers. Even though they stopped issuing the AF Quarterly initially this was a big source of advertising and really got their name and fashion out to the target market. These techniques all proved to be profitable ways of advertising for their lifestyle brand. Things they did wrong regarding integrated marketing communication was the concept of sex in most of the advertising and the majority of whiteness they portrayed. These to issues have been a hindrance to Abercrombie Fitch. Yes the college lifestyle does have lots of sex either in their lives or around them, but its not such a classy way of selling a product. Sex sells and it did work, their product is one of the top apparel lines with teens and college students. (Victor, 2007) Because its a lifestyle brand their message really becomes sex, promiscuity, and nudity, which they could have established a slightly better outlook on life with their brand promoting something better. One of AFs latest pictures above, which was to promote the new international store in London with a picture of a male model. The company is announcing its arrival with advertisements showing a rear view of a male model, whose trousers are so low they reveal a bare behind. However, this is tame for a firm which has scandalized middle America for more than a decade with its sex and shocking approach to fashion. (Poulter, 2007) In addition to the sexual innuendo their ads and sales clerks were predominately white, which is almost racist, because all types of students go to college, not just whites. College has a mix of very diverse people, White, Hispanic, Black, Asian, etc. so they should try to appeal to all cultures instead of one type of college student. Quite a few times this has lead AF to court, one example, The lawsuit alleges that Abercrombie hires a disproportionately white sales force, favors white employees for the best positions, and discourages minorities from even applying for jobs. Instead of being a place targeted mostly for white college students, they should become a little more diverse and communicate diversity through the market attracting more customers from the target market. A simple suggestion would be to have more cultures represented with the models in the large store posters, catalogs, on bags, etc. They use their merchandise as marketing throughout the store, so the products shouldnt be offensive to their customers like the t-shirts mentioned above. Being more diverse with the models the marketing will attract more college students, meaning more profit. They should change their lifestyle brand to become not just a white AF look and be a diverse AF look. More diversity more profit. To give them so credit to AF they have cast a few models and hired a few sales associates recently that are not white, that seems to be the first step, so maybe they are learning theres more than just white people in America.

At the time of the raid, Vick was not present at his home but denied having knowledge of dog fighting taking place on his property.On July 17, 2007, a federal jury indicted Vick as well as three other men, Purnell Peace, Quanis Phillips, and Tony Taylor on charges of competitive dog fighting, procuring and training pits to fight, operating an unlawful interstate dog fighting business by the name of Bad Newz Kennels. The four codefendants each face $350,000 in fines and six years in prison if convicted of the federal charges. According to reports, Michael Vick had been staging dog fights since his rookie year with the Falcons in 2001.The dogs found on the property were treated in a horrific manner. Losing dogs were either killed in the arena during the fight or at times they were later hung, electrocuted, shot or drowned. As part of their training to get them ready for fights the dogs were sometimes starved to make them hungry for the fight. On August 24, 2007 Vick entered a plea deal where he pled guilty to â€Å"conspiracy in a dog fighting ring and agreeing that the enterprise included killing pit bulls and gambling. He denied making side bets on the fights, but admitted to bankrolling them. (ESPN) He also admitted to sharing the proceeds from the dog fights with his Peace, Phillips, and Taylor but states that he never placed any bets or collected prize money for the fights. Vick was the last of his counterparts to enter into a plea deal with the prosecution. On December 10, 2007 Michael Vick was sentenced to 23 months in prison and three yearsâ€℠¢ probation at U. S. District Court in Richmond by Judge E. Henry Hudson for running a dog fighting operation. He will serve a longer sentence than two of his codefendants because he lied about his involvement upon ntering his plea agreement when he was supposed to be admitting to his wrong doing and accepting responsibility for his actions. According to his codefendants, Vick was more involved in the dog fights than he admitted to being. On November 30, Peace and Phillips were sentenced by Judge Hudson to 18 and 21 months in federal prison. Their punishments also included three years of supervised probation following their release from prison. On December 14, 2007, Tony Taylor, who was the first of the four men to plead guilty, received a lesser sentence of 60 days in jail because he agreed to testify against Vick.Michael Vick was released from prison on July 20, 2009. After his release from prison, Michael Vick is to start his three year probation term. As part of his probation, V ick was equipped with an electronic monitor and had to perform $10-an-hour job as a laborer for a construction company. “Patriotism by Yukio Mishima Essay

Many people consider suicide a moral wrong or cowardly in that it is taking the easy way out of a tough situation. And, by our modern standards, that is typically the case. But, in the case of the story, â€Å"Patriotism,† written by Yukio Mishima, the suicide Lieutenant Shinji and his wife Reiko committed was the noble and honorable thing. The couple died together in order to preserve their honor and loyalty, which were key in setting of this story. To truly judge the characters for their heroism, the setting of the story must be understood. â€Å"Patriotism† is set in Japan in 1936, which was the pre-World War II era. Patriotism and loyalty were at an all-time high, which created an atmosphere of duty and determination to serve. With that mindset, both characters were justified to sacrifice themselves for what they believed was the greater good. The story centers around the ideas of loyalty and the sacrifice required for that loyalty. Heroism is about sacrificing the self for the greater good. Sometimes that sacrifice is part of a natural sequence of events, and sometimes it is a radical swerve from the path a person is on. Regardless, heroism requires a change to benefit others, often having the potential to harm the hero. A hero must decide that others are to be placed before themselves; they acknowledge that their very being is meant to aid the millions around them. In addition, heroes have a cause to fight for. The cause can be world impacting, or as simple as affecting one person. Whatever the cause is, a hero must dedicate themselves fully to what they believe. Heroes are in pursuit of perfection, but acknowledge their shortcomings as an obstacle to work around in order to help others. Heroes willingly accept their duty and don’t resent the sacrifices their decisions often require. Heroes are humble in their actions and don’t expect anything in return for their attempts to improve the lives of others. As Brodi Ashton, author of Everneath, puts it, â€Å"Heroes are made by the paths they choose, not the powers they are graced with.† Reiko follows that path of heroism, which for her, ends with the greatest sacrifice a man can give- their life. In â€Å"Patriotism,† Reiko and Shinji sacrifice their lives to preserve their honor for their beliefs, but again, Reiko makes the larger sacrifice. Reiko belongs to two causes; she dedicates her life to her country, but more importantly, to her husband. She has no direct ties to the government, and could’ve gone on without her husband. Reiko had the potential to create a new life for herself, but choses to give up her life for a man she is in love with. â€Å"Ever since her marriage her husband’s existence had been her own existence and every breath of his had been a breath drawn by herself. But now, while her husband’s existence in pain was a vivid reality, Reiko could find in this grief of hers no certain proof at all of her own existence† (19). Reiko had so fully dedicated herself to her husband that his pain became her pain and his death certainly had to become her death. Reiko is also a willing participant in the sacrifice her husband finds truly necessary. Not only that, she is willing to sacrifice herself even before understanding the whole situation. â€Å"In the lieutenant’s face, as he hurried silently into the snowy morning, Reiko had read the determination to die. If her husband did not return her own decision was made: she too would die† (3). Both Reiko and Shinji sacrifice their lives for the greater good, Reiko makes the bigger sacrifice by dying for both her country’s honor and her loyalty to her true love, Shiniji. â€Å"Reiko firmly believed that everything her husband was feeling or thinking now, his anguish and distress, was leading her- just as surely as the power in his flesh- to a welcome death. She felt as if her body could melt away with ease and be transformed to the merest fraction of her husband’s thought† (4). Even in her final hours, Reiko humbles herself to a position below her husband and is content with the sudden change in her fate. Reiko doesn’t boast of her confidence or willingness to die for her lover, but humbly follows her husband’s pursuit of duty through death. Whereas most people in the same situation would fearfully and stressfully await their death, Reiko approaches it as the next step in her life. â€Å"Reiko did not linger. When she though how the pain which had previously opened such a gulf between herself and her dying husband was now to become a part of her own experience, she saw before her only the joy of herself entering a realm her husband had already made his own† (22). Reiko is content, even joyful, with her current situation. She doesn’t resent her husband for asking her to die along with him, but sees it as the next step in her life and has embraced the path. Reiko sacrificed what could have potentially been a fulfilling life for the man of her dreams- a man that she loved so deeply that she was willing to die along with him to maintain a sense of dignity toward her country and her husband. Not only did she agree to die along with him, she accepted the fact that she would watch him die first, as a witness, and then followed through on her agreement to die herself. Despite the pain that event caused, Reiko was willing to witness her husband’s death, simply because he asked her to. She understood her duty as a lieutenants wife in a time of war and accepted Shinji’s interpretation of loyalty. In Reiko’s mind, death wasn’t thrust upon her; it was a peaceful necessity. Reiko accepted the fate her husband asked upon her simply because of her love for her country, and even more than that, the love for her husband. That sense of loyalty, particularly loyalty without complaint, comes from a true hero who died for her passions.

Discretion is defined to be an individual’s capabilities and freedom to make responsible preferences and judgments. People working in all fields require making decisions in every day life; however, some need to be more proficient at it. Police officers usually fine themselves in chaotic and critical situations, where their decision can change the entire scenario. The most appropriate decision within the legal boundaries must be made, varying from situation to situation. Discretion is broadly characterized as five different subjects – discretion by judgment (sense of bending rules in legally appropriate ways to fit the situation), discretion as choice (to show courage and give personal contribution to form decisions as the authority in that situation), discretion by discernment (to be diplomatic, tolerant, considerate and cautious and not very generous while making decisions), discretion as liberty (to not be restricted by the law and stretch boundaries of freedom as long as it is acceptable) and lastly discretion as license (basically the permission to act there and then in whichever way thought to be appropriate without the permission of the superiors). There are some police officers who abuse their right of discretion; they believe that they are unaccountable and since they are the authority at the point of chaos, they can do as they will. Having the right of discretion does not mean that an officer can make whatever decisions that they will; they are restricted by professional, society, legal and ethical norms (Sullivan, 1972). The officers these days have just the right capacity of discretion. The only major areas that they use discretion in are domestic violence, drunk driving, mental illness, hate crime, use of force and even vice crime. These are the areas where the personal opinion and judgment of the police officers matters while arresting or giving punishments. In the rest of the important and critical areas such as rape, murder, dacoits and robberies; they have to abide by the law whether they personally approve of it or not. Only easy and fields of everyday crime are left up to the intellect of these officers. Since, there are only some areas where officers are given the right to exercise discretion, it is easy to conclude that the officers are neither given too much or too less of power. Giving them the right to decide is rational because they have been selected as officers and have been given good enough training, which gives them the sense of making correct decisions. These officers make up the entire police force, thus, their opinion should also matter – however, to only some extent. The problems that these police officers face while enforcing laws and giving verdicts is that there are hardly any fields involved in the police forces that are uncontroversial; usually, everybody has a different stance on things. Also, there is a problem is public confidence – the public is too unpredictable to please (Walker, 1993). They desire accountability but nothing seems to satisfy them; also, they wish for strict enforcement in only those areas that they are not related to, that is, they want leverage for themselves but not others. This controversial and unpredictable attitude makes it difficult for the police offers to come up with the right solution that will make everybody happy. I have witnessed one such event myself where differing opinions lead to confusion. A mentally disabled boy of around seventeen became a source of disturbance to other boys playing cricket. One of them was violent and hit the mentally disabled boy out of frustration, who hit the boy back causing him to bleed. Surprisingly, a police car was passing from there at that instant and stopped to check the situation. Everybody demanded that the mentally disabled boy should be punished for his act as he often becomes a cause of nuisance in the neighborhood. The police officer was by nature sympathetic and was of the opinion that the mentally ill boy should be let go of as he is underprivileged and does not possess the ability of making sensible decisions. Here, in this chaotic situation, even when the public was against the officer’s decision, he used his power of discretion and made an appropriate decision according to his judgment instantly. This shows that the right of discretion is extremely important for an officer to deal with everyday situations. Although, if you look closely, it was not a situation where major or critical decisions need to be made; thus, the police officer without any doubts and fear abided by his opinion – this shows limitation of power of discretion to only some areas.

History of the EU Single Market

History of the EU Single Market In this paper I intend to look at the two communications presented by the European Commission, to the European Parliament, the European Council, the European Economic and Social Committee and the Committee of the Regions. These two communications, Single Market Act I Single Market Act II, both talk about proposals that if implemented, should make the Single Market of the European Union much better by eliminating any obstacles which were found in the systems at the time of writing. To understand better the Single Market, one should look at the history of this on-going process and then, take a look at what the Commission proposed through these two communications. This should lead to a better understanding of how these proposed set of actions would strengthen the EUs internal market. History of the EU Single Market Moving freely within the European Union (EU) today seems to be a very common activity and very often it is taken for granted. Looking back in time and seeking the beginning of this concept, one can better understand why this was necessary and important for the EU, what were the steps needed and what it took to achieve this goal. It is important to mark the landmark political decisions and historical facts that brought us to live this dream, which is also considered as one of the EUs greatest achievements. The need of a common market has been long discussed from 1957, since the Treaty of Rome which created the European Community. The main objective of this proposal was to give Europe a new push, to take integration to an upper level and to have free movement of goods, services, capital and persons, therefore a common market. Of course, this was a vital step since one cannot build a common Europe without having a common market. These four fundamental freedoms were the basis of the real European Economic Community (EEC). This common market became a reality with the removal of barriers and internal borders within the European Union. Although on 1st July 1968 the customs duties on goods going around in the EU member states were completely removed, there remained non-tariff barriers like differences in the requirements of safety and packaging of different member states or between national administrative procedures. Consequently, these barriers did not allow the manufacturers to market the same goods in different European countries.  [1]  After this step, it took until 1985 for the leaders to decide to come back to the realisation of this single market. The single market was a response for a long-standing crisis in the EEC especially created in the 1970s; the things that mostly effected the economy were the oil crisis of 1973 1979 (which caused a lot of inflation with rising prices and which therefore created unemployment), the rapid advancements in technology, t he changes occurring in the economy world and also the emergence of new strong competitors such as Japan and newly industrialising countries from South East Asia.  [2]  The European Commission led by Jacques Delors, in 1985 presented a common response to that of the leaders themselves. The Community decided to complete the construction of the great internal market in stages which was to be finalised at the start of 1993, and therefore, the ambitious date and goal were written into the Single European Act signed in February 1986. This led to the gradual removal of internal barriers and borders within the European Community, national standards were getting harmonised, and rules determining the way governments should buy services and goods were created. There was also the liberalisation of financial institutions, the Value Added Tax (VAT) rates were being set to a standard level and there was also the setting of European business laws. All these measures were taken to create the si ngle market.  [3]  Until 1992, the national regulations of the 12 member states were replaced by one rule which was common to all of them and regulated all the countries in the same manner after the EU adopted nearly 280 pieces of legislation. The monetary union was also planned and the Maastricht Treaty was the first step of the creation of the Euro, which came into use on 1st January 2002. After all these steps and hard work towards this dream, on 1 January 1993 the physical borders between EU countries vanished completely and the European Single Market was officially a reality for the member states of the EU.  [4]   12 levers of the EU Single Market After all the work done to create the Single Market of the EU, there were still some things which were not functioning as they were meant to be and according to their original purpose of creation. Although one of the main benefits of the Single Market was that of bringing economic growth in the member states of the EU as was predicted and argued in the Cecchini Report  [5]  , it has been proven by many studies and statistics that this mission was not fully accomplished and the targets were not fully reached. The faults present in this system were addressed both by the Italian Prime Minister Mario Monti and the Maltese MEP Louis Grech in their reports A New Strategy for the Single Market Delivering a single market to consumers and citizens, respectively. Taken from the original Cecchini Report Therefore, the only thing that could help to get the expected results was to refine the policies and develop a proactive and cross-cutting strategy  [6]  to give the single market the opportunity to develop its full potential  [7]  . This was done through the Single Market Act I which was presented on 13th April 2011. In this communication, the Commission expressed its proposals which should help to eliminate any obstacles which are not allowing full movement of services, innovation and creativity across the member states. The Single Market Act and the actions which were proposed in this communication are aimed at giving all the citizens and businesses of the EU the ability to have full access and full beneficial that can come out of this Internal Market and strengthen their confidence in this system. All in all, the end result should be a smart, sustainable and inclusive growth  [8]  and also the creation of more jobs for the citizens. This was all presented in the so ca lled Twelve levers which the Commission has come up with. Each one of them is aimed at strengthening the Single Market in different ways. Here are some of the most important levers. Levers related to free movement of capital The first lever talks about the Access to finance for SMEs since the world has gone through financial crises, businesses in the EU have become more restricted and limited and cannot get the loans they need from the banks to advance in their industry by manufacturing innovative products and market them. Through a change in legislation, this lever proposes to make funds more accessible to SMEs so they can invest more and provide a better, smarter, innovative and more advanced technology. This should also be an incentive for SMEs to operate across borders and raise capital abroad.  [9]   Levers Related to free movement of persons The second lever which is about Mobility for citizens, talks about creating a European professional card that will make mobility for workers across the EU easier while building a better level of trust and cooperation between different countries of the EU. Another proposal was the creation of the European skills passport which is a record of the skills possessed by a person who can travel across the EU and find different jobs. This way, the citizens can always have a proof of their skills.  [10]   Another lever aimed at facilitating the free movement of persons is the seventh lever proposed which talks about The digital single market. This lever proposes that there should be a mutual electronic identification and authentication throughout the EU. This will be beneficial not only for people moving from one country to another, but also to businesses and public authorities, therefore it can also help in increasing the effectiveness of public services and procurement, service provision and electronic commerce (including the cross-border dimension). Levers Related to free movement of goods services The fifth lever talking about Services highlights the importance of standardisation as a tool used in the free movement of goods. This tools importance is growing bigger also in the services sector. This will help in improving cross-border services mainly between businesses and combat unfairness, by developing a more effective, efficient and inclusive system.  [11]  This system will work to see that standards are adopted quickly and adapted to new technologies.
